Uganda's Health Ministry Orders Investigations Into Deaths Of Patients Living With HIV
Uganda"s Health Ministry announced Monday it has ordered investigations into whether the deaths of 17 patients living with HIV in Northern Uganda were caused by their inability to get antiretroviral (ARV) drugs, the AP/mlive.com reports. According to Zainab Akol, manager of the ministry"s HIV/AIDS control program, the ministry is exploring "whether apart from the lack of ARVs, another disease like malaria or any epidemic could have contributed to the deaths," according to the news service.

Removal Of Ban On Federal Funding For Needle Exchange Programs To Be Debated In Congress
An amendment to the fiscal year 2010 appropriations bill for health, labor and education programs that opposes the lifting of the ban on federal funding for needle exchange programs will come to the House floor for debate today along with four others, CQ Today reports. Rep. Mark Souder (R-Ind.) "will offer an amendment to strip language that would lift the ban on federal funding for needle exchange programs," CQ writes. According to CQ Today, "Conservatives are concerned that eliminating the ban on federal funds for such programs, which are designed to reduce the transmission of HIV and other diseases, would be tantamount to helping fund addicts" drug habits. Democrats say science has shown that such programs, when coupled with comprehensive prevention strategies, can reduce the rate of [HIV] infections and do not promote drug use." House Appropriations Committee Chair David Obey (D-Wis.) "added compromise language in the committee this week that would prohibit funds from going to needle exchange programs within 1,000 feet of facilities that serve children, such as schools and parks," the article states. The House is expected to vote on the amendment and the appropriations bill today (Wolfe, 7/23).

Halozyme Begins Phase 2 Clinical Trial Of Insulin-PH20 In Type 2 Diabetic Patients

Halozyme Therapeutics, Inc. (Nasdaq:HALO) today announced the commencement of patient dosing in a Phase 2 clinical study of Insulin-PH20 in patients with Type 2 Diabetes Mellitus. This randomized cross-over design study is designed to compare the postprandial glycemic excursions following a standardized test meal after treatment with either insulin lispro+PH20 or regular insulin+PH20 relative to treatment with lispro (Humalog) alone. "This study is designed to confirm in type 2 diabetes patients the benefit of reduced postprandial hyperglycemia observed in a previous Phase 2 study conducted in type 1 diabetes patients for which interim results were reported earlier this year," explained Douglas Muchmore, M.D., Halozyme"s vice president of clinical development for endocrinology. "Unlike the previous study where identical doses of lispro were given with and without PH20 to facilitate a direct pharmacokinetic comparison, the doses of each of the three drugs will be titrated independently in this study to directly compare the glycemic response under optimum treatment conditions." This Phase 2 study will investigate the pharmacokinetics (PK) and glucodynamics of insulin lispro+PH20 and regular insulin+PH20 versus lispro alone. The primary endpoint of this study is the glycemic excursion over the first 4 hours. Secondary endpoints include the comparison of optimum doses of insulin required for glycemic control, as well as various PK, PD and safety endpoints. A number of clinical trials investigating Halozyme"s Insulin-PH20 are currently underway and more trials are planned. Halozyme Therapeutics, Inc.
